In 1980s, Hong Kong urged for a huge demand for affordable private housing for new home starter. In order to meet such demand, the government sells apartment flats under Home Ownership Scheme (HOS) to eligible low-income residents at prices far below the overall market, with subsidies on the land value. For certain projects, the Housing Authority entered into arrangements with local private developers to provide property for sale under the Private Sector Participation Scheme (PSPS). This project was the last built property under PSPS because the government announced to stop building flats for sale in 2003. In some way, PSPS housing enjoyed large flexibility in design as no need to use the standard plan as other HOS projects. However, under the strict requirement laid by the government, the outcome in some way looked very similar to other HOS project in terms of planning, material used and the façade design.
As the aim for the developer were mainly interested in providing agreed quantity of flats to government under their budget, the design of living space and public area was limited to practical consideration, without much spatial quality. Even worse than public housing, lack of communal spaces at each floor further induce the gap between neighbour and reduce the sense of home.
